What are theese shims for??

I had a valve job done on a 7a head, I decided to clean up the ports so I removed the springs and valves (I decided to replace the springs with supertech's).
My question is, when I removed the spring seats, I found shims under them, all the valves, intake and exhaust. What's the purpose? were the stock springs sagging?

Cool, I figured that over the years, during valves jobs, you recut the valve seats, that makes the valves sit further into the head, making the retainer sit higher which means less preload on the springs and the retainer is farther from the spring seat...
