Tall 5th Gear in an 01A

I have found a TDI 5th gear and I know I need another gear to do this.
I have a .683 5th gear - from a DHL or DHF trans. It's #19 in the pic below - part # 012 311 361 AH
What is the other gear I need? 23B?
